German authorities are investigating the weekend attack at a Berlin Pride gathering as an act of terrorism — and the details of the suspect's background are raising urgent questions. Abdul Balout, a 21-year-old German national with Lebanese heritage, was shot and killed by police in a garden allotment on the outskirts of Berlin after driving into the crowd. Prosecutors say evidence is mounting that this was an Islamist terror attack: Balout had attempted to join the Islamic State during a trip to Lebanon the previous year. Most troublingly, a Berlin court had convicted him just months earlier, in May, of preparing a serious act of violence — and handed down only a suspended sentence. He was free while prosecutors appealed that lenient ruling when he carried out the attack, killing one person and injuring at least 29 others. Esme Nicholson reports from Munich.
