In practice, Bill says, the process moves with suspicious lethargy — slow enough to function more as a surveillance retention mechanism than a safeguard. He notes that figures like Rand Paul are aware of and fighting these abuses, but changing the government is like trying to steer a battleship. The deeper structural problem, Chris observes, is that technology always outpaces legislation: by the time lawmakers understand a new technology well enough to regulate it, the engineers have moved three generations ahead. The talent to understand emerging technology will always sit on the side of those building it, leaving regulators perpetually behind.
