The war's end arrives in a compressed sequence: Grant's nine-month siege breaks Lee's lines on April 1, Lee retreats with 60,000 men and surrenders 28,000 at Appomattox eight days later. Grant's terms — parole rather than imprisonment, rations for starving Confederate soldiers, and cavalrymen allowed to keep horses for spring planting — were direct expressions of Lincoln's vision for reunion rather than retribution. Five days later, John Wilkes Booth shot Lincoln at Ford's Theatre. Booth is described as an ardent Confederate sympathizer who had previously plotted kidnapping; his co-conspirators nearly killed Seward and failed to kill Andrew Johnson. The assassination eliminated the one man most capable of navigating Reconstruction. What followed was never a true occupation — at its peak only 30,000 Union troops were spread across 750,000 square miles of former Confederacy — and the white North was never willing to sustain the effort needed to achieve genuine equality. Jim Crow emerged as the Confederacy's scaled-back but durable victory.
In August 1864, Lincoln privately told his cabinet they would not win reelection. Then Sherman took Atlanta, Sheridan swept the Shenandoah Valley, and everything changed. It was Sherman who reelected Lincoln — and Lincoln's reelection guaranteed emancipation and the end of the Confederacy.
Grant could have imprisoned tens of thousands of Confederates and demanded Lee's sword. Instead he offered rations, let cavalrymen keep their horses, and sent everyone home on parole. Lincoln wanted a peace that could stick, and Grant delivered exactly that.
