The Saudi chapter of the Flow story has the feel of a happy accident that turned into a strategic revelation. Ben Horowitz invited Neumann to accompany him on a Middle East trip to meet a16z LPs and explain what Flow was building. Without fail, every LP — based in Abu Dhabi, Dubai, or Riyadh — said some version of the same thing: this concept would be perfect for Saudi Arabia. After the 10th repetition, Neumann took the hint. He went to Riyadh and was immediately struck by the optimism, the pace of change, and the clarity of Vision 2030. Horowitz had coined the term 'founder-led country' for Saudi Arabia under MBS, and Neumann found it apt: a single, clearly articulated vision, rapid execution, and a young population (70% under 40) hungry for what Flow offers. Rather than going to the large established investors, they raised the fund entirely from 33 local families — reasoning that if locals didn't want to invest, the idea might not fit the market as well as it seemed. The fund raised approximately 1 billion SAR ($300M), was oversubscribed, and the first building hit 90%+ occupancy within 60 days of opening in January. The entire 5-building portfolio will be stabilised within 6 months of opening — an extraordinarily fast timeline by any real estate standard.
